Compensation is between $102,000 and $128,000 annually with a potential up to a 4% shared bonus.

*This range reflects Carestream’s good faith estimate to pay fairly as starting wage. Offers will be tailored within the range based on the selected candidate’s experience, industry knowledge, technical and communication skills, and other factors that may prove relevant during the interview process, as well as geographic market differentials for the position.

Position Summary:

The Import/Export Compliance Manager, plays a pivotal role within Carestream's WW Supply Chain and Logistics leadership team. This position spearheads the company's efforts to maintain comprehensive global compliance with import/export regulations, with a particular emphasis on adhering to US import/export laws. Adeptness in navigating Customs rules and regulations is essential, as the role involves providing expert guidance to import/export specialists and managers worldwide. The incumbent must possess a proven track record in effectively leading, developing, and motivating teams, with direct managerial oversight of the US&C import/export team. Collaborating closely with Carestream's regions and businesses, the Import/Export Compliance Manager ensures that import/export compliance considerations are seamlessly integrated into all global trade activities. Building and sustaining robust partnerships with brokers and relevant Customs agencies is a key aspect of this role, facilitating smooth and compliant trade operations.

Location: Preferably Rochester, NY, but could be remote in US.

Position Responsibilities:

•    Serve as the primary subject matter expert and consultant, collaborating with Carestream's regions and businesses to ensure effective management of import and export activities in accordance with US and foreign government regulations, including EAR, ITAR, and Controlled Unclassified Information (CUI).
•    Act as the key interface and maintain strong relationships with brokers, Customs, and other regulatory agencies, ensuring timely resolution of potential regulatory issues and accurate filing of entries and declarations.
•    Stay abreast of tariffs, quotas, and restrictions impacting import/export operations, advising on compliance strategies, and overseeing international transaction screening, ECCN classification, valuation, and export licensing determinations.
•    Negotiate with government officials to secure necessary import/export licenses and permits, while also providing guidance and training to internal teams on regulatory compliance matters.
•    Advise management on critical issues and potential problems, such as notices, penalties, and inquiries from Customs or other government entities, and expedite resolutions in collaboration with brokers and Customs officials.
•    Develop and implement corporate-wide trade compliance programs, establishing centralized oversight teams across multiple business units, and implementing standardized processes and procedures globally.
•    Conduct regulatory compliance audits and risk assessments, identifying areas of compliance risk and implementing improvement plans to mitigate potential issues.
•    Manage the import/export department budget effectively, ensuring cost control measures are in place while maintaining compliance with all laws and regulations.
•    Collaborate with cross-functional teams, including Operations, Tax, Finance, and Global Fulfillment partners, to develop and implement effective risk mitigation strategies and support new market entry initiatives.
•    Provide expert insights, analysis, and regulatory guidance to support the business with new market entry and product discovery initiatives, including comprehensive compliance strategies, Harmonized Tariff Schedule reviews, binding ruling submissions, and Incoterms consulting.
•    Supervise and provide guidance to the US&C import/export team in their day-to-day functions, ensuring alignment with corporate compliance standards and goals.
•    Work closely with freight forwarders, customs brokers, and other third parties to ensure smooth processing of shipments and compliance with all applicable laws and regulations, including participation in US Customs programs for reduced tariff preference and European VAT tax deferral programs.

Required Skills & Education:

•    Bachelor's degree (Supply Chain or International Business preferred)
•    At least 5+ years’ experience with global trade compliance and/or US import/export requirements and processes.
•    Certifications & Licenses: US Customs Broker license
•    Requires working knowledge of the ITAR, EAR, OFAC, and FTR
to be able to research, analyze, interpret, and advise functional departments on compliance with U.S. international trade laws and regulations.
•    Detail oriented with a high degree of accuracy required.
•    Strong organizational skills with demonstrated experience managing multiple deadlines.
•    Excellent written, verbal communication and interpersonal skills.
•    Knowledge of the Bureau of Industry and Security (BIS) requirements and US Customs and Border Protection (USCBP)
•    Experience with denied party screening, sanctioned countries, anti-boycott compliance, and Foreign Trade Agreements as well as specific local country import/export requirements.

Desired Skills:

•    Working knowledge of SAP
•    Understanding of regulations and standards for importing and exporting medical/pharmaceutical products.
•    Hazardous materials certification or deep understanding of regulations.

Work Environment:

Office with some International Travel possible.
